getting frontmost application

the Carbon version of REALbasic ignores the "floaterprocess" property of
a global floating window. i need an OS X global floating window to show
up in a classic program (via the emulator).

I've made a set of applescripts to do this for me, but it is too slow.
there is a plugin I found, "T3 Proc Demoplugin", but this stops working
after 10 minutes.

does anyone have a solution

Since it sounds like this is Mac-only, just find any old class(es) that
use declares to Process Manager routines. There are lots of them. One I
know of is at:
