How about adding a PrefsMenuItem. On OS 9 and less, it will show up wherever you placed it in the menu editor. On OS X, it shows up in the Application menu.

Better yet, it should automatically show up in the bottom of the Edit menu,
where Apple Human Interface Guidelines mandates that it be in Mac OS 9.x and
below.

The handler for this menu item should be in the Application class (since
Preferences is an app-global function).

I thought about that, but decided it would be a little easier if it just showed up wherever you put the PrefsMenuItem. Since the Menu editor is OS 9 styled, it
would look better in the menu editor instead of putting it in some weird place.
