The "&h" prefix means that a hexadecimal number follows. It has the
same meaning in both REALbasic and Visual Basic.

4

& is used in VB6 to represent a Long (32-bit data type). So basically it's
a cheap way of making PAGE_READWRITE a Long, instead of an integer (16-bit
in VB6).

I think this is VB shorthand for 4 as long, where:

& = long
# = long double
% = unsigned short
! = float
$ = string
