I did some tests a while back with the WindowsMCIMBS functions and
they did seem to do a lot. You'll still need to look into MS'
documentation for MCI, but it's pretty robust and for something like
setting the movie position you issue an MCI command such as :

dim v as new windowsMCIMBS
v.command = "seek mymovie to 10"
v.run

Google "MCI Seek" and look for the MSDN documentation for tech details.
