Is there any way in RB (including with a plugin) to learn whether or
not a Mac is in the process of grinding away right after starting up
or logging into an account? Perhaps a way of polling the system to see
how much CPU is being used or is available?

You can use "uptime" to see how long the system has been running.

To see if a user just logged in, get their user name (whoami) and then
"last username" will display a list of times that they logged in.

These are all console commands so you could do them in a shell.

There is probably a more elegant method.
