Am I correct that setting folder permissions using...

f.Permissions = &o777 (where f is a folder item pointing to a directory)

...has absolutely no effect under OS 10.7?

This is what I am seeing and just wanted to confirm that I am using it correctly.

Also, be aware that ACLs have priority over UNIX permissions.

Further testing seems to suggest that folderitem.isWriteable no longer returns reliable results under Lion.
I will attempt to file a bug report if none exist.

Perhaps you don't have permissions to change the permissions?
